You cannot use someone else’s content without permission. Doing so is illegal copyright infringement. If YouTube is able to tell that your content was not made by you, they would never approve you for monetization because that leaves them liable to be sued for copyright infringement.
Also, achieving monetization is a LOT of work. You will need to do a lot of marketing online to get people to discover your channel and then watch the videos there. If the videos do not really fit them as a target audience, they you have been marketing to the wrong people; a waste of time.
50% of your time should be in making new content. 50% in marketing that content to the intended target audience. Do not guess who would watch your videos—decide who you are making videos for and then make content that they will like. Then find those people on the internet and tell them about your channel.
1,000 subscribers and 4,000 view hours is difficult to achieve. And if you only barely achieve that, you can expect to get about $50 four times a year. Only about 1% of YouTubers make a living from YouTube and those people put in full time hours. Or more. This really isn’t a “get rich quick” scheme.

I can’t gurantee you , but i can surely say its a 50/50 , Because sometimes the channels have copy right on their videos , But most of the time , You CAN use clips from other channels , But i dont prefer , Because once your channel grows , You’ll have more attention from YouTube , and all your hardwork can go into vain just because of your clips.
